In a bold step toward rural transformation, the Abia State Government has invested the sum of ₦3.5 billion to kickstart road upgrades and agro-logistics hubs across 10 local government areas under the World Bank-supported Rural Access and Agricultural Marketing Programme (RAAMP).
Commissioner for Information Okey Kanu revealed this on Monday during a media briefing at Government House, Umuahia, following an expanded Executive Council meeting chaired by Governor Alex Otti.
According to Kanu, the payment marks a critical milestone and shows the state’s readiness to unlock large-scale development through strategic partnerships. “The state has paid its own counterpart funds, and we expect that with a similar action from the World Bank, that project will kick off around the state,” he noted.
Kanu also used the platform to update the public on the administration’s progress as Governor Otti’s second year in office draws to a ceremonial close. He announced that one of the newly built 20 Smart Schools in Umuahia would be commissioned on Tuesday, May 27, 2025, as part of the anniversary events.
Beyond infrastructure, the government has also scored a legislative milestone. Governor Otti has signed into law 18 executive bills recently passed by the 8th Abia State House of Assembly, bringing the total number of bills signed to 30 since his assumption of office. The Commissioner described this as a move to “institutionalise the reforms and transformations already reshaping Abia.”
Attorney General and Commissioner for Justice, Ikechukwu Uwanna, echoed this sentiment, saying, “These laws are not just paperwork — they form the fulcrum for all the visible and tangible development happening across the state.”

To commemorate two years of what the government calls “monumental progress,” a packed week of events is scheduled:
- May 27 (Tuesday): Children’s Day Celebration and First Lady’s outreach to orphanages.
- May 28 (Wednesday): Public Lecture by former Finance Minister, Dr. Kalu Idika Kalu.
- May 29 (Thursday): Governor’s state broadcast, grand parade, and state banquet.
- May 30 (Friday): Friendly football match between executive and legislative arms.
While the projects are still in motion, the state’s leadership insists the groundwork has been laid — both physically and legally — for a transformed Abia. The public awaits not just more promises, but lasting impact.
